{"id":120489,"date":"2023-01-17T00:00:33","date_gmt":"2023-01-17T05:00:33","guid":{"rendered":"https:\/\/www.thecollegefix.com\/?p=120489"},"modified":"2023-01-17T00:10:10","modified_gmt":"2023-01-17T05:10:10","slug":"ucla-sports-may-use-private-funds-for-travel-due-to-lgbt-law-report","status":"publish","type":"post","link":"https:\/\/www.thecollegefix.com\/ucla-sports-may-use-private-funds-for-travel-due-to-lgbt-law-report\/","title":{"rendered":"UCLA sports may use private funds for travel due to LGBT law: report"},"content":{"rendered":"<p><em><strong>California travel ban law complicates UCLA&#8217;s move to Big Ten<\/strong><\/em><\/p>\n<p>Sports teams for the University of California Los Angeles will reportedly use private funds to travel to states that have laws deemed discriminatory against LGBT individuals, according to officials.<\/p>\n<p>Private funds are needed when UCLA officially moves to the Big Ten Conference in 2024 due to a California law that prohibits state funds from being used to travel to states with socially conservative policies on homosexuality and transgenderism.<\/p>\n<p><a href=\"https:\/\/oag.ca.gov\/ab1887\/faqs#:~:text=AB%201887%20prohibits%20the%20state,Code%2C%20%C2%A7%2011139.8%2C%20subd.\" target=\"_blank\" rel=\"noopener\">AB 1887<\/a> prohibits \u201cstate funded travel to a state\u201d that has \u201cpassed a law that (1) authorizes discrimination based on sexual orientation, gender identity and gender expression, or (2) voids or repeals existing state or local protections against such discrimination,\u201d according to a <a href=\"https:\/\/compliance.ucla.edu\/content\/updated-state-funded-travel-prohibition#:~:text=On%20September%2027%2C%202016%2C%20Governor,or%20local%20protections%20against%20such\" target=\"_blank\" rel=\"noopener\">legal analysis<\/a> of the bill on UCLA\u2019s website.<\/p>\n<p>The University of California Board of Regents approved the <a href=\"https:\/\/www.thecollegefix.com\/uclas-potential-big-ten-move-could-run-into-trouble-with-law\/\" target=\"_blank\" rel=\"noopener\">conference move<\/a> at its <a href=\"https:\/\/regents.universityofcalifornia.edu\/meetings\/past-meetings\/approved-actions.html#aa-dec2022\" target=\"_blank\" rel=\"noopener\">last meeting<\/a>.<\/p>\n<p>\u201cShould UCLA compete or recruit in a banned state, in compliance with the law, none of the costs for travel to that state will come from state funds,\u201d UCLA sports spokesperson Scott Markley told <em>The College Fix<\/em>.<\/p>\n<p>UCLA\u2019s athletic department currently is $100 million in debt, according to the <em><a href=\"https:\/\/dailybruin.com\/2022\/12\/14\/uc-board-of-regents-votes-to-allow-uclas-move-to-big-ten\" target=\"_blank\" rel=\"noopener\">Daily Bruin<\/a><\/em>.<\/p>\n<p>He added that \u201cstudent-athletes and staff will receive education about the relevant California law, the law at issue in the destination state and [will be ] given the choice to opt out of the travel with no risk of consequence.\u201d<\/p>\n<p><em>The Fix<\/em> emailed Markley on January 12 and asked for further details on the fundraising amounts and how the money would be raised. He did not respond.<\/p>\n<p>California\u2019s attorney general said it is \u201cup to each\u201d entity to decide how to \u201ccomply\u201d with the legislation.<\/p>\n<p>\u201cUnder AB 1887, our role is to develop, maintain, and post on our website a current list of states that are subject to the restrictions,\u201d the attorney general\u2019s office told <em>The Fix<\/em>. \u201cThe law&#8217;s restrictions only apply to state-funded or state-sponsored travel. It\u2019s ultimately up to each California agency to make determinations about the steps they\u2019ll need to take to comply with AB 1887.\u201d<\/p>\n<p>Current states on the travel ban list include Indiana, Iowa and Ohio. These three states host four Big Ten universities total \u2013 Purdue University, Indiana University, University of Iowa and Ohio State University.<\/p>\n<p><em>The Wall Street Journal<\/em>\u2019s James Freeman previously <a href=\"https:\/\/www.wsj.com\/articles\/uclas-big-ten-story-11658269450?mod=MorningEditorialReport&amp;mod=djemMER_h\" target=\"_blank\" rel=\"noopener\">questioned<\/a> the use of private funds to get around the law.<\/p>\n<p>\u201cIt must be nice running a government institution and being free to create an alternative private funding source when compliance with government rules is too onerous,\u201d Freeman wrote. \u201cAs for the ability to opt out of the games in banned states, can a football coach on the bubble really choose not to show up when his team plays Ohio State?\u201d<\/p>\n<p>The governor\u2019s office deferred questions to the University of California system.
