Josh Shapiro, a Democrat, eliminated bachelor\u2019s degree requirements for 92 percent of state positions, following similar policy announcements by Republican governors in Utah and Maryland in 2022.<\/p>\n<p>For Pennsylvania, that&#8217;s roughly 65,000 jobs now open to candidates without four-year degrees, Shapiro said at a Jan. 18 <a href=\"https:\/\/pacast.com\/m?p=22542\" target=\"_blank\" rel=\"noopener\">press conference<\/a>.<\/p>\n<p>Shapiro also said he would review the relevance of degree requirements for the remaining eight percent of state positions.<\/p>\n<p>Over 66 percent of Pennsylvanians lack bachelor&#8217;s degrees, according to 2022 <a href=\"https:\/\/www.census.gov\/quickfacts\/PA\" target=\"_blank\" rel=\"noopener\">U.S. Census<\/a> data.<\/p>\n<p><em>The College Fix<\/em> left a voicemail with the governor\u2019s office on Jan. 23 to ask for comment on any plans to implement active learning alternatives for degree-seeking students, such as apprenticeship programs, but no response has been received.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">On my first full day in office, I just announced that effective immediately, 92% of state government jobs \u2013 about 65,000 positions \u2013 do not require a four-year college degree.<\/p>\n<p>We\u2019re not wasting a second. <a href=\"https:\/\/t.co\/lajbkKpt07\">pic.twitter.com\/lajbkKpt07<\/a><\/p>\n<p>&mdash; Governor Josh Shapiro (@GovernorShapiro) <a href=\"https:\/\/twitter.com\/GovernorShapiro\/status\/1615763107782983700?ref_src=twsrc%5Etfw\">January 18, 2023<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>The executive order, signed on Shapiro\u2019s first day of office, \u201cemphasizes skills and experience in all commonwealth job postings,\u201d according to a Jan. 18 <a href=\"https:\/\/pacast.com\/m?p=22542\" target=\"_blank\" rel=\"noopener\">news release<\/a>.<\/p>\n<p>&#8220;I want to make it clear to all Pennsylvanians, whether they went to college or they gained experience through work, job training, or an apprenticeship program: we value your skills and talents, and we want you to apply for a job with the Commonwealth,&#8221; Shapiro said.<\/p>\n<p>The shift aims to update \u201cthe Commonwealth\u2019s hiring model to a model focused on skill, competency, and practical experience, rather than just educational background, which will offer new opportunities for all Pennsylvanians to succeed professionally,\u201d the <a href=\"https:\/\/www.governor.pa.gov\/wp-content\/uploads\/2023\/01\/20230117_EO%202023-03_Final_EXECUTED.pdf\" target=\"_blank\" rel=\"noopener\">executive order<\/a> states.<\/p>\n<p>\u201cWe\u2019ve got to begin to make sure people recognize that they\u2019re qualified for those jobs, and that we want them to do that work,&#8221; it stated.<\/p>\n<p>In response, the governor\u2019s office is \u201claunching a new initiative to encourage Pennsylvanians of all educational backgrounds to apply for work right here in this commonwealth\u201d by creating a new website, <a href=\"https:\/\/www.employment.pa.gov\/Pages\/default.aspx\" target=\"_blank\" rel=\"noopener\">Employment.Pa.gov<\/a>, which <a href=\"https:\/\/www.governmentjobs.com\/careers\/pabureau\" target=\"_blank\" rel=\"noopener\">listed<\/a> 770 open government jobs on Jan. 27.<\/p>\n<p><em>The Fix<\/em> emailed Penn State University to ask for comment on the value of a bachelor\u2019s degree compared to real-world experience and the prioritization of skills over degree requirements in the hiring process. It has not received a response.<\/p>\n<p><strong><em>Shapiro&#8217;s order follows Republican precedent, private trend<\/em><\/strong><\/p>\n<p>While Gov. Shapiro is the first Democrat to announce the elimination of degree requirements for government positions, his announcement follows similar policy shifts by Republican governors Spencer Cox in Utah and Larry Hogan in Maryland, <a href=\"https:\/\/www.thecollegefix.com\/utah-eliminates-degree-requirements-for-many-state-jobs\/\" target=\"_blank\" rel=\"noopener\">reported<\/a> by <a href=\"https:\/\/www.thecollegefix.com\/bachelors-degrees-have-become-optional-for-more-jobs-across-industries\/\" target=\"_blank\" rel=\"noopener\"><em>The Fix<\/em><\/a> last year.<\/p>\n<p>This public transition mirrors a trend in private business.<\/p>\n<p>\u201cSome 46% of middle-skill and 31% of high-skill occupations experienced material degree resets between 2017 and 2019,\u201d a trend which was accelerated by the COVID-19 pandemic, according to a September 2022 <a href=\"https:\/\/www.hbs.edu\/managing-the-future-of-work\/Documents\/research\/emerging_degree_reset_020922.pdf\" target=\"_blank\" rel=\"noopener\">report<\/a> from the Burning Glass Institute, a think tank that analyzes labor trends. &#8220;Material degree resets&#8221; means eliminating bachelor\u2019s degree requirements in this context.<\/p>\n<p>This transition benefits employees and employers alike.
