{"id":132146,"date":"2023-08-14T00:04:18","date_gmt":"2023-08-14T04:04:18","guid":{"rendered":"https:\/\/www.thecollegefix.com\/?p=132146"},"modified":"2023-08-12T10:57:01","modified_gmt":"2023-08-12T14:57:01","slug":"tax-universities-to-pay-for-student-loan-bailout-policy-analyst-argues","status":"publish","type":"post","link":"https:\/\/www.thecollegefix.com\/tax-universities-to-pay-for-student-loan-bailout-policy-analyst-argues\/","title":{"rendered":"Tax universities to pay for student loan bailout, policy analyst argues"},"content":{"rendered":"<p><em><strong>&#8216;I think it\u2019s a net positive, however, to weaken the power of woke universities to choose the nation\u2019s next set of elites&#8217;<\/strong><\/em><\/p>\n<p>Congress should impose a larger tax on universities to offset the financial burden of student loans borne by taxpayers and borrowers, according to the Independent Women\u2019s Forum.<\/p>\n<p>Policy analyst Inez Stepman told <em>The College Fix<\/em> via email \u201cthere is general interest [among legislators] in some way to resolve the impasse between left and right on the issue of outstanding student loans.\u201d<\/p>\n<p><em>The Fix<\/em> asked about potential political support for taxing universities.<\/p>\n<p>She said that \u201cas Harvard and Yale are really hedge funds with schools attached, I think it would be fair to tax them in the same way as any other hedge fund.\u201d<\/p>\n<p>Stepman (<em>pictured<\/em>) detailed her ideas in a <a href=\"https:\/\/www.iwf.org\/wp-content\/uploads\/2023\/07\/Policy-Focus-Taxing-Universities.pdf\" target=\"_blank\" rel=\"noopener\">policy report<\/a> for IWF. She noted that the Tax Cuts and Jobs Act of 2017 levied a tax of 1.4 percent on endowment income on universities that have more than 500 students and assets worth more than $500,000 per student. She called this a \u201ctiny tax on endowments.\u201d<\/p>\n<p>\u201cThe student debt crisis is a burden on millions of Americans. But a bailout on the backs of taxpayers who didn\u2019t go to college is regressive and unfair,\u201d she wrote. \u201cInstead, we should send the bill for exploding loan debt where it belongs: with universities that have gotten rich and powerful by overcharging both their students and taxpayers.\u201d<\/p>\n<p>Stepman told <em>The Fix<\/em> \u201cthere hasn\u2019t been a \u2018free market\u2019 in higher education in at least 50 years.\u201d<\/p>\n<p>\u201cYes, there is some element of personal responsibility, but fundamentally the cost of a degree and the difficulties of not having one have both increased in the last 20-30 years, both because of concrete policy choices the government (and culture) have made,\u201d she said.<\/p>\n<p>She added there are some anticipated objections, \u201cfrom the left, that college should be \u2018free\u2019, meaning paid for fully by taxpayers. From the right, that this is a \u2018big government\u2019 solution.\u201d<\/p>\n<p>When asked what some of the possible adverse effects of taxing universities could be, she quoted President Ronald Reagan.<\/p>\n<p style=\"text-align: center;\"><strong>MORE:<\/strong> <a href=\"https:\/\/www.thecollegefix.com\/support-for-student-loan-bailout-falls-off-when-trade-offs-are-considered-cato-institute-poll\/\" target=\"_blank\" rel=\"noopener\">People support student loan bailout until they find it raises taxes<\/a><\/p>\n<p>\u201cAs Reagan once said, if you want less of something, tax it. I think it\u2019s a net positive, however, to weaken the power of woke universities to choose the nation\u2019s next set of elites.\u201d<\/p>\n<p><em>The Fix<\/em> contacted Adam Looney, an economist at the Brookings Institution, twice in the past two weeks to ask if taxing universities is an idea that should be explored further or if he had alternative solutions to the student debt problem, but he did not respond.<\/p>\n<p><em>The Fix<\/em> twice contacted the Urban Institute with the same questions; it likewise did not respond.<\/p>\n<p>Opposition to taxing endowments has drawn criticism from both left and right.<\/p>\n<p>\u201cNonprofit college endowments should fund things like tuition reduction, basic research, and scholarships for students \u2014 not giant tax cuts for rich Republican donors and giant corporations,\u201d Senator Elizabeth Warren <a href=\"https:\/\/www.bostonglobe.com\/metro\/2017\/11\/03\/higher-education-prepares-for-battle-tax-plan\/yfwzwDmeQbOZ4IIMjzl8RI\/story.html\" target=\"_blank\" rel=\"noopener\">told<\/a> <em>The Boston Globe<\/em> in 2017.<\/p>\n<p>The Massachusetts senator\u2019s office did not respond to media inquiries <a href=\"https:\/\/www.thecollegefix.com\/harvard-fails-to-get-endowment-tax-repealed-in-latest-spending-bill\/\" target=\"_blank\" rel=\"noopener\">last year<\/a> about her position on Harvard University\u2019s attempt to repeal the endowment tax.<\/p>\n<p>Greg Mankiw, chairman of the Council of Economic Advisers under President George W. Bush, in a 2017 <em>New York Times<\/em> <a href=\"https:\/\/www.nytimes.com\/2017\/12\/22\/business\/the-peril-of-taxing-elite-higher-education.html\" target=\"_blank\" rel=\"noopener\">article<\/a> called an endowment tax a &#8220;step in the wrong direction.
