{"id":134303,"date":"2023-09-23T10:14:09","date_gmt":"2023-09-23T14:14:09","guid":{"rendered":"https:\/\/www.thecollegefix.com\/?p=134303"},"modified":"2023-09-23T10:18:14","modified_gmt":"2023-09-23T14:18:14","slug":"scholars-want-term-white-paper-scrapped-due-to-its-racial-and-historical-context","status":"publish","type":"post","link":"https:\/\/www.thecollegefix.com\/scholars-want-term-white-paper-scrapped-due-to-its-racial-and-historical-context\/","title":{"rendered":"Scholars want term &#8216;white paper&#8217; scrapped due to its &#8216;racial and historical context&#8217;"},"content":{"rendered":"<p><em><strong>&#8216;Exclusionary to some groups, evokes racism, privilege, power or oppression&#8217;<\/strong><\/em><\/p>\n<p>A group of Canadian scholars argued recently that the term &#8220;white paper&#8221; should be scrapped due to its problematic &#8220;racial and historical context.&#8221;<\/p>\n<p>In a\u00a0<em><a href=\"https:\/\/www.universityaffairs.ca\/opinion\/in-my-opinion\/its-time-to-retire-white-paper\/#comments\" target=\"_blank\" rel=\"noopener\">University Affairs<\/a><\/em> op-ed, Jennifer Jakobi of the University of British Columbia and leaders of Women in Science and Engineering (part of the Natural Sciences and Engineering Research Council of Canada) assembled &#8220;experts from across Canada&#8221; to get input on a replacement term.<\/p>\n<p>Despite the fact that paper is <em>white, <\/em>the experts &#8212; &#8220;researchers, librarians, Indigenous leaders, science policy experts&#8221; and &#8220;advocates&#8221; in the topics of racism and decolonization &#8212; agreed that &#8220;hierarchies inherent in the creation of white papers are seen as artefacts of colonialization.&#8221;<\/p>\n<p>The group also noted &#8220;white paper&#8221; is &#8220;exclusionary to some groups, and evokes racism, privilege, power or oppression.&#8221;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" src=\"https:\/\/hes-new.cms.ok.ubc.ca\/wp-content\/uploads\/sites\/118\/2021\/04\/Jakobi.jpg\" width=\"151\" height=\"227\" \/>&#8220;Whatever the intent,&#8221;<em>\u00a0<\/em>Jakobi <em>(pictured) <\/em>and Co. said the term implies &#8220;superiority&#8221; and additionally cited research about &#8220;white&#8221; being associated with &#8220;good&#8221; and the color black with &#8220;bad.&#8221;<\/p>\n<p>They noted Canada is unique in that its first use of &#8220;white paper&#8221; &#8212; \u201cThe White Paper, 1969\u201d &#8212; is associated with a policy opposed by the country&#8217;s Native American population.<\/p>\n<p style=\"text-align: center;\"><strong>MORE:<\/strong> <a href=\"https:\/\/www.thecollegefix.com\/norwegian-university-investigates-if-white-paint-is-racist\/\" target=\"_blank\" rel=\"noopener\">Norwegian university investigates if white paint is \u2026 racist<\/a><\/p>\n<p>The experts suggested replacing &#8220;white paper&#8221; with &#8220;position statement,&#8221; &#8220;resource&#8221; and &#8220;brief,&#8221; all of which could add something more specific after.<\/p>\n<p style=\"text-align: center;\"><span style=\"color: #0000ff;\"><strong>Right now <em>The College Fix<\/em> has a back-to-school campaign to help us continue to support our amazing student journalists. Language that embeds a new term must be inclusive, non-racialized and take into consideration the historical context. Using \u201cwhite\u201d as synonymous with authority is the antithesis of inclusion.<\/p>\n<p>To heal from the past and support the process of reconciliation, we propose ending the use of the term \u201cwhite paper\u201d and creating practices for naming documents that align with the United Nations Declaration on Rights of Indigenous Peoples and the Truth and Reconciliation Calls for Action.<\/p>\n<p>While we build consensus on a new naming procedure, we are advocating for the use of specific names that describe what a document or resource entails.
