{"id":134518,"date":"2023-09-27T00:02:12","date_gmt":"2023-09-27T04:02:12","guid":{"rendered":"https:\/\/www.thecollegefix.com\/?p=134518"},"modified":"2023-09-27T14:41:15","modified_gmt":"2023-09-27T18:41:15","slug":"calif-colleges-state-funded-basic-needs-centers-provide-shelter-groceries","status":"publish","type":"post","link":"https:\/\/www.thecollegefix.com\/calif-colleges-state-funded-basic-needs-centers-provide-shelter-groceries\/","title":{"rendered":"Calif. colleges&#8217; state-funded &#8216;basic needs\u2019 centers provide shelter, groceries"},"content":{"rendered":"<p><em><strong>The state allocated more than $100 million in 2021-22 providing community college students with &#8216;basic needs&#8217;<\/strong><\/em><\/p>\n<p>California colleges have created &#8220;basic needs&#8221; centers with tens of millions of dollars in state funding to provide students in need with food, shelter and other necessities.<\/p>\n<p>Mario Flores, director of student affairs and basic needs at Hartnell College, a community college in Salinas, Calif., explained his program in an email to <em>The College Fix. <\/em><\/p>\n<p>\u201cIt is because of my own personal experiences and passion for higher education that I am able to empathize, connect, and continue advocating for more basic need resources within our district and state,\u201d Flores, an alumnus of Hartnell, told <em>The Fix.\u00a0<\/em><\/p>\n<p>Flores shared some accomplishments of <a href=\"https:\/\/www.hartnell.edu\/students\/programs\/basicneeds\/\" target=\"_blank\" rel=\"noopener\">Hartnell\u2019s Office of Basic Needs<\/a>, such as expanding their food pantry distribution to serve an average of 750 students per month. The college also created a &#8220;basic needs emergency&#8221; fund for students and issued gift cards to help them pay for gas, groceries, and public transportation.<\/p>\n<p>&#8220;Food insecurity&#8221; has been the top concern for Hartnell students, Flores told <em>The Fix. <\/em><\/p>\n<p>\u201cWhen food insecurity is present in a student&#8217;s life, it affects their wellbeing, which in turn threatens student development, consequently affecting their academics,\u201d Flores said.<\/p>\n<p>California allocated $100 million in 2021-22 for community colleges for \u2018basic needs centers\u2019 on campuses, with an additional $30 million provided annually for the program, according to the <a href=\"https:\/\/ebudget.ca.gov\/2021-22\/pdf\/Enacted\/BudgetSummary\/FullBudgetSummary.pdf\" target=\"_blank\" rel=\"noopener\">state budget<\/a>.<\/p>\n<p>One of the first schools to create a basic needs center, UC Irvine, hired Andrea Mora as the &#8220;director of basic needs&#8221; in 2019 after her supervisor \u201chad seen the need for a new center, a larger staff and a director to oversee all aspects of helping students meet their basic needs,\u201d according to <em><a href=\"https:\/\/www.insidehighered.com\/news\/2023\/01\/23\/colleges-hire-directors-tackle-student-basic-needs#at_pco=cfd-1.0\" target=\"_blank\" rel=\"noopener\">Inside Higher Ed<\/a>.<\/em><\/p>\n<p>College administrators &#8220;homed in&#8221; on providing basic needs during the pandemic, according to the news outlet. &#8220;Some [students] were going without enough food to eat; others were sleeping in their cars.&#8221;<\/p>\n<p>&#8220;Many lacked stable or affordable housing, while others had no internet service at home,&#8221; the outlet stated.<\/p>\n<p>\u201cWe understand that meeting the basic needs of our students greatly impacts their mental and physical health, academic performance, work productivity, and holistic success,\u201d according to UC Irvine\u2019s basic needs <a href=\"https:\/\/basicneeds.uci.edu\/about-us\/\" target=\"_blank\" rel=\"noopener\">mission statement<\/a>.<\/p>\n<p>Services advertised on the website of UC Irvine\u2019s basic needs center are wide-ranging and include emergency meal swipes, an economic crisis response bank, financial wellness consultants and a diaper bank.<\/p>\n<p><em>The Fix <\/em>reached out to political science Professor Benjamin Ginsberg at Johns Hopkins University, a critic of administrative bloat and author of <a href=\"https:\/\/www.amazon.com\/Fall-Faculty-Benjamin-Ginsberg\/dp\/0199975434\" target=\"_blank\" rel=\"noopener\">&#8220;The Fall of the Faculty: The Rise of the All-Administrative University and Why It Matters,&#8221;<\/a> to ask about possible downsides to funding basic needs on college campuses.
