{"id":137123,"date":"2023-11-10T00:08:48","date_gmt":"2023-11-10T05:08:48","guid":{"rendered":"https:\/\/www.thecollegefix.com\/?p=137123"},"modified":"2023-11-09T18:25:40","modified_gmt":"2023-11-09T23:25:40","slug":"oklahoma-public-universities-under-scrutiny-after-spending-83-4-million-on-dei","status":"publish","type":"post","link":"https:\/\/www.thecollegefix.com\/oklahoma-public-universities-under-scrutiny-after-spending-83-4-million-on-dei\/","title":{"rendered":"Oklahoma public universities under scrutiny after spending $83.4 million on DEI"},"content":{"rendered":"<p>Oklahoma\u2019s public universities have poured over $83.4 million into diversity, equity, and inclusion initiatives over the last decade, leading critics &#8212; including some state lawmakers, conservative watchdogs and alumni &#8212; to call for DEI to be defunded in the Sooner State.<\/p>\n<p>They argue it&#8217;s a waste of money, has created divisive campus atmospheres, and is possibly unconstitutional.<\/p>\n<p>The <a href=\"https:\/\/ocpathink.org\/post\/independent-journalism\/drag-queens-white-supremacy-biased-police-oklahoma-colleges-spent-83-4-million-on-diversity-programs\" target=\"_blank\" rel=\"noopener\">$83.4 million<\/a> is the sum of all the DEI spending by Oklahoma\u2019s public colleges and universities since the 2013-14 school year, a figure provided by campus leaders after State Superintendent Ryan Walters <a href=\"https:\/\/tulsaworld.com\/news\/local\/education\/walters-wants-10-year-history-of-dei-spending-in-higher-ed-review-of-current-programs\/article_16fdb7c4-9c3e-11ed-821a-3794eaa7dff3.html\" target=\"_blank\" rel=\"noopener\">demanded<\/a> the information earlier this year.<\/p>\n<p>Line-item details showed that DEI events at Oklahoma colleges \u201chave included funding for drag-queen performances, a program on fostering \u2018Trans and Non\u2010Binary Resilience,\u2019 so-called \u2018antiracist\u2019 training, and a presentation on \u2018Black Jesus,\u2019\u201d the Oklahoma Council of Public Affairs <a href=\"https:\/\/ocpathink.org\/post\/independent-journalism\/drag-queens-white-supremacy-biased-police-oklahoma-colleges-spent-83-4-million-on-diversity-programs\" target=\"_blank\" rel=\"noopener\">reported<\/a>.<\/p>\n<p>During the 2022-23 academic year, the schools spent over $10 million on DEI activities and payroll costs &#8212; the highest amount in the last 10 years and up from $7.1 million in 2013-14, the campus officials <a href=\"https:\/\/oklahoma-council.files.svdcdn.com\/production\/assets\/pdfs\/OK-college-DEI-spending.pdf?dm=1695140063\" target=\"_blank\" rel=\"noopener\">reported<\/a>.<\/p>\n<p>The spending has prompted some major Oklahoma donors to <a href=\"https:\/\/www.foxnews.com\/media\/donors-flee-from-very-disturbed-university-in-oklahoma-amid-radical-dei-agenda-better-named-die\" target=\"_blank\" rel=\"noopener\">yank<\/a> their funding, and over the summer some Republican state lawmakers proposed a <a href=\"https:\/\/oksenate.gov\/press-releases\/oklahoma-legislators-file-resolution-calling-elimination-dei-any-state-funded\" target=\"_blank\" rel=\"noopener\">resolution<\/a> to defund DEI in higher education.<\/p>\n<p>Most recently, in mid-October, the Oklahoma Senate Education Committee <a href=\"https:\/\/oksenate.gov\/press-releases\/sen-standridge-leads-study-dei-higher-education\" target=\"_blank\" rel=\"noopener\">hosted<\/a> <a href=\"https:\/\/informacja-lokalna.pl\/en\/oklahoma-senators-hear-interim-study-criticizing-dei-programs-in-higher-education-the-oklahoma-daily\/\" target=\"_blank\" rel=\"noopener\">a study discussion<\/a> highlighting the harmful effects of diversity, equity and inclusion in higher education, a lengthy meeting that featured a parade of scholarly experts who criticized DEI.<\/p>\n<p>Among the speakers was Manhattan Institute scholar Ilya Shapiro, a constitutional law expert, who co-authored a <a href=\"https:\/\/oksenate.gov\/sites\/default\/files\/2023-10\/model_dei_legislation013023.pdf\" target=\"_blank\" rel=\"noopener\">policy paper<\/a> earlier this year calling for the abolition of DEI.<\/p>\n<p>In an interview with <em>The College Fix,<\/em> Shapiro said that while the idea of DEI is nice, the \u201cway these structures have been implemented, it means the opposite, in a very Orwellian-like way.\u201d<\/p>\n<p>\u201cStudents, including racial minorities, feel less welcome on campuses today than they did 20 years ago when we didn\u2019t have these measures in place,\u201d he said.<\/p>\n<p>Also testifying before the senate was Oklahoma Council of Public Affairs President Jonathan Small, who <a href=\"https:\/\/sg001-harmony.sliq.net\/00282\/Harmony\/en\/PowerBrowser\/PowerBrowserV2\/20231108\/-1\/74513\" target=\"_blank\" rel=\"noopener\">argued<\/a> that taking money away from universities is the only way to make campus leaders respond.<\/p>\n<p>\u201cWhen higher ed won\u2019t get the message, if they remove funding, higher ed starts to behave in a manner that\u2019s more befitting of the billions of dollars that it&#8217;s getting with taxpayer dollars,\u201d Small said.<\/p>\n<p>The DEI funds are shouldered by taxpayers, tuition and donors, Brandon Dutcher, vice president of OCPA, a conservative think tank, told <em>The College Fix.<\/em><\/p>\n<p>OCPA also <a href=\"https:\/\/ocpathink.org\/post\/independent-journalism\/experts-warn-college-dei-programs-likely-illegal\" target=\"_blank\" rel=\"noopener\">reported<\/a> that experts testified DEI initiatives may violate the 14th Amendment\u2019s equal protection clause, since it usually requires \u201cdiscrimination against some groups and special treatment for others based on race or other identity factors.\u201d<\/p>\n<p>During the discussion, higher education policy expert Adam Kissel also pushed back on the argument that DEI is required in higher education to meet accreditation standards.<\/p>\n<p>\u201cAlthough it is true that accreditors have DEI standards, and you saw some of them posted, those standards don\u2019t require DEI officers,\u201d <a href=\"https:\/\/ocpathink.org\/post\/independent-journalism\/experts-warn-college-dei-programs-likely-illegal\" target=\"_blank\" rel=\"noopener\">said<\/a> Kissel, a visiting fellow at the Heritage Foundation. \u201cThey don\u2019t require DEI offices. And they don\u2019t define DEI in such a way that a university has to define it in terms of race or underrepresented groups in most cases.\u201d<\/p>\n<p>Dutcher said the momentum is building in Oklahoma to defund DEI.<\/p>\n<p>\u201cEncouragingly, some donors\u2014including a neurosurgeon and two members of the Oklahoma Hall of Fame\u2014have finally said enough is enough,\u201d Dutcher told<em> The Fix<\/em>. \u201cIt\u2019s time for state lawmakers and Gov. Kevin Stitt to do likewise.\u201d<\/p>\n<p>The Oklahoma Council of Public Affairs has taken a leading role in exposing what some of the DEI money is being spent on, including using public records requests to <a href=\"https:\/\/www.thecollegefix.com\/university-of-oklahoma-hosted-two-drag-queen-performances-for-29000\/\" target=\"_blank\" rel=\"noopener\">determine<\/a> that the University of Oklahoma paid $29,000 for two drag queen performances this year.<\/p>\n<p>Among other DEI expenditures <a href=\"https:\/\/ocpathink.org\/post\/independent-journalism\/drag-queens-white-supremacy-biased-police-oklahoma-colleges-spent-83-4-million-on-diversity-programs\" target=\"_blank\" rel=\"noopener\">highlighted<\/a> by OCPA:<\/p>\n<blockquote><p>East Central University reported hiring the Oklahoma Center for Community and Justice to provide trainings to campus leaders. A July 22, 2021, post on the OCCJ website defended the use of Critical Race Theory in education, stating that Critical Race Theory \u201cprovides a lens through which we can recognize that the United States has a long history of white supremacy and policies that benefit white people above all others.\u201d<\/p>\n<p>Murray State College reported spending money on books about \u201cErasing Institutional Bias\u201d and similar topics, along with rainbow pins for faculty and staff who choose to wear them.<\/p>\n<p>Northeastern State University reported funding a \u201cFeminists and Social Activism\u201d course, and another course \u201crelated to diversity and ethics within law enforcement, courts, and corrections\u201d in which emphasis was \u201cplaced on police, prosecutors, defense attorneys, judges, probation and parole officers, and correctional officers.\u201d<\/p>\n<p>Oklahoma City Community College reported spending funds on a workshop to review terminology \u201cused to define sexuality and sexual orientation to better navigate conversations,\u201d as well as a training course on \u02baBias Based Policing\u02ba to \u201cteach officers prevention strategies for bias in police work.\u201d OCCC also had a \u201cWhich Lives Matter\u201d training.<\/p><\/blockquote>\n<p>Shapiro, in his interview with<em> The College Fix,<\/em> noted that DEI programs run contrary to the main aims of an institution of higher education.<\/p>\n<p>\u201cRecently we\u2019ve seen the bureaucratization of higher education. The number of non-teaching staff outnumber teaching faculty on campus, and even in some places, outnumber the students,\u201d he said.<\/p>\n<p>\u201cMost of that growth has been in the DEI space. It&#8217;s by far the fastest area of growth in university administration.
